What kind of International measures have been taken globally to address climate change, and how were the US federal and sub-national reactions and cooperation towards them? Although the US states and cities are not legally capable of being a party to the Paris Agreement, in which ways and with what regulations, policies, and innovations, they are addressing climate change and helping to uphold the success of the Agreement? Can US subnational efforts alone be sufficient to reach the US target under the Paris Agreement in the absence of stronger federal actions? Are there any constitutional limitations to the US states and cities’ efforts and policies to uphold the Paris Agreement while there is an opposition to the Agreement by the US federal system?
